After joining MGM China since August 2014, Francis heads the learning and talent management function for two properties with a combined workforce that exceeds 10,000 employees. Complementing MGM’s vision to create experiences that entertain, engage, and inspire both their guests and team members, he implemented strategic and structural changes to focus on brand and employee experience, performance management, career development, learning, and organizational culture.

Prior to MGM, Francis headed Starwood Hotels & Resorts’ Asia Pacific Division’s talent management and organizational development function for over 15 years. The AP division comprised more than 250 operating hotels and over 70,000 associates, spanning 15 countries and nine brands. Notably, he spearheaded corporate initiatives for the entire AP region, including culture building, learning and development, and talent management.

These initiatives in Asia Pacific won over 20 prominent industry awards, including top awards for excellence in employee development, engagement, and culture from organizations such as HRM Singapore, Benefits Asia, and Asia Human Capital Institute. With MGM China, Francis’s team garnered more than 12 awards since 2016, including gold awards for employee, leadership, and organization development from various professional bodies and the ATD BEST Award 2018.

Prior to Starwood, Francis held regional consulting positions with Service Quality Centre and Development Dimensions International (DDI). His consulting experience and expertise are in the areas of talent management, learning and career development, organizational culture, brand experience, performance management, and competency modelling. In his consulting capacity, he worked with various industries, including government, service, finance, pharmaceutical, logistics, and IT.
